"The Regulatory Compact – A Means to Social Justice?"

Jeff Christian presented a lecture to a University of Victoria law school class (Law 343 – Energy Law) on October 31.  The presentation was on the “regulatory compact”, regarding the benefits and burdens of being a public utility, and the possibility of the compact continuing to be a viable mechanism to achieve social justice objectives.
